Key Duties & Responsibilities
1. Provide and discuss Technical Electrical System operational/maintenance and improvement issues with respective OME teams. Having vast experience in execution, installation, testing, commissioning, maintenance and repair work for EHV, HV, MV, LV electrical systems and static & rotating equipment in a large refinery environment.
2. Have knowledge of the latest Industrial Electrical technology and Best Practices relevant to the YASREF facility for use in the review of both capital and expense projects from initial engineering to commissioning. Provide expert level support in all electrical equipment, transformers, switchgears, Protection relays, HV/ MV cables and rotating equipment for investigations and problem analysis.
3. Authenticate the engineers and vendors’ proposals to ensure that the Electrical System meets YASREF requirements and enables the achievement of business priorities (HSE, reliability and continuous improvement). Preparation of technical reports, test sheets, failure analysis report, Root Cause Analyses in co-ordination with O&M and other disciplines Engineers.
4. Prepare design packages (capital and expense) to address Electrical System problems and obsolescence. Use YASREF Electrical standards and Industry Best Practices to ensure that these recommendations are efficient and cost effective. Testing of underground HV power cables, transformers, switchgears, AC/ DC systems, electrical Protections and Relays by multiple vendors.
5. Provide test procedures of electrical motors, switchgear and related electrical equipment. Monitor Electrical system upgrade/enhancement project progress and provide recommendations to meet or beat project schedules and cost. Must be familiar with Electrical Network Monitoring and Control System, Substations Automation System that includes Automatic Voltage Regulator and Tap Changer for transformers.
6. Ensure the power monitoring system is functional and providing accurate and reliable electrical performance data to the plant information system for determining operating efficiency. Have regular liaison with Electrical System Operators and other OME teams.
7. Review and update the proposed changes to Electrical Standards and manuals. Identify, propose and evaluate testing and preventive measures to evaluate and enhance electrical system reliability. Researching suitable solutions, proposing modifications, estimating costs and timescales.
8. Participate in investigations of short and long term problems with motors and electrical equipment that affects service factors, safety, and operating costs. Take lead responsibility for documentation of the incident and corrective action. Review of design submittals containing technical specifications and drawings.
9. Participate with other YASREF Engineers to test performance of new and existing equipment. Participating in HAZOPS for projects including major projects.
10. Support Operations and Maintenance during planned and emergency plant shutdowns. Organizing training for junior engineers and other engineering staff
11. Fully comprehend and adhere to relevant safety and environmental policies and procedures.
12. Perform other job-related duties as assigned by the direct Supervisor.
Skills
Minimum Job Qualifications Requirement
1. Bachelor’s Degree in Electrical Engineering
2. Having a minimum of 10 years of similar experience in Refinery or Petrochemical Plant.
3. Certified as a Professional Engineer from a recognized Engineering institute.
