Job Description
1. Perform the day-to-day work in order to increase refinery profit, enhance plant reliability/integrity, and promote safety & compliance to environmental standards.
2. Participate in the preparation of RFPs related to maintenance services that need to be outsourced in coordination with other maintenance functions.
3. Participate in developing evaluation criteria and preliminary cost estimate for contracts expected results.
4. Manage the preparation of instructions to bidders, participate and hold meetings with contractors and evaluate offers.
5. Formulate and improve contracting and tendering policies and procedures for maintenance services.
6. Prepare and develop the key performance indicators for maintenance service contractors and assist in measuring them accordingly.
7. Participate in contract drafting and review all contract modifications and proposals for completeness, compliance and accuracy.
8. Assess contractor’s performance during the execution of work to ensure that all contractual requirements are being met.
9. Provide technical advice and guidance on contracting processes and related issues to Maintenance Department staff.
10. Lead and manage contract disputes, claim resolutions and outside audits; review and resolve issues affecting assigned business unit or company compliance and ensure satisfaction of legal requirements.
11. Perform other job-related duties as assigned by the Contracts Unit Supervisor.

Education
Bachelor’s Degree in Business or Engineering.
