Contract Advisor (Maintenance Department)

To develop and prepare contracts for routine and preventive maintenance services at YASREF and develop evaluation criteria and preliminary cost estimate for contracts expected results in compliance with YASREF strategies and operational priorities (profit, safety, reliability, and environmental requirements).

Functional Responsibilities:

1. Perform the day-to-day work in order to increase refinery profit, enhance plant reliability/integrity, and promote safety & compliance to environmental standards.

2. Assist in preparing RFPs related to maintenance services that need to be outsourced in coordination with other maintenance functions.

3. Assist in developing evaluation criteria and preliminary cost estimate for contracts expected results.

4. Preparation of instructions to bidders, participate and hold meetings with contractors and evaluate offers.

5. Provide assistance to formulate and improve contracting and tendering policies and procedures for maintenance services.

6. Support to prepare and develop the key performance indicators for maintenance service contractors and assist in measuring them accordingly.

7. Assist in contract drafting and review all contract modifications and proposals for completeness, compliance and accuracy.

8. Assist in assessing contractor’s performance during the execution of work to ensure that all contractual requirements are being met.

9. Provide assistance to provide technical advice and guidance on contracting processes and related issues to Maintenance Department staff.

10. Providing support to lead and manage contract disputes, claim resolutions and outside audits; review and resolve issues affecting assigned business unit or company compliance and ensure satisfaction of legal requirements.

11. Perform other job-related duties as assigned by the Contracts Unit Supervisor.

Bachelor’s Degree in Industrial, Mechanical, Electrical & Civil Engineering.
