HR Policy & Planning Division Head

Job Description

Managerial Responsibilities:

1. Provide direction and lead direct reports in performing their roles and responsibilities.

2. Conduct performance appraisal reviews for direct reports, identify and ensure they acquire the required managerial or functional competencies and knowledge.

3. Review all periodic performance reports to ensure the effective implementation for YASREF’s strategies and operational priorities (Profit, reliability, safety and environmental requirements) and identify improvement opportunities and propose / implement improvement actions.

4. Execute Department/ Division strategy and operational plans and manage the Division’s annual budget, to meet set objectives and performance targets.

5. Ensure that the performance of various responsibilities and the conduct of the staff in the Division are in accordance with the YASREF’s policies and procedures.

6. Ensure the availability of required resources to carry out all the responsibilities related to the Division.

Functional Responsibilities:

1. Administer Organization structure design, systems and processes are maintained at par with industry practices and safeguard the job creation, job evaluation, organizational structure design and organizational change rules are well adopted.

2. Conduct regular reviews of the organizational structure and recommend changes to make the organization more efficient and fit.

3. Initiate and lead Job Analysis and Job Description projects and update all Job Descriptions in case of any changes in YASREF Organization Structure.

 

4. Administer Job evaluation are conducted for all approved Job descriptions and determine the appropriate grade are maintained at par with industry standards.

5. Ensure Succession plan process allows the organization/departments to identify and develop internal candidates with a clear objective to fill senior-level positions or potential positions.

6. Participate In Organizational and HR Development activities and recommend HC initiatives that best support YASREF Strategic Goals and organizational priorities.

7. Ensure that YASREF’s compensation and benefits programs are competitive in the market and comply with the Saudi labor law. Liaise with external consultants and third-parties selected by YASREF to carry-out the compensation and benefits related projects.

8. Administer the compensation and benefits policies and processes are integrated into other HR policies, specifically performance management, talent management, career development and recruitment.

9. Ensure promotions are conducted in timely and fairly manner as per the intent of management and based on merit matrix and promotions are properly linked with career development path.

10. Oversee payroll processing and supervise all activities related to the delivery of regular payroll, special payments, allowances, benefits and pension processing.

11. Support the implementation of various organizational HR strategies and change management initiatives to maximize their effectiveness.

12. Administer the HR Policies and ensure HR strategies, business objectives and HR service recommendation are well inculcated in the policies.

13. Provide guidance to the HR information systems unit to configure, design and customization of the Human Resources Management modules and other related system modules.

14. Ensure the information data is maintained with reliability and accuracy of organization in HR Database System.

15. Ensure HRM records are safeguarded and the confidentiality is maintained.

16. Ensure quality and timely completion of work/projects and present competencies of Leadership, Achievement Drive, Communication, Developing others, Teamwork & collaboration, Analytical thinking to achieve the set objectives.

17. Perform other job-related duties as assigned by the Human Resources Manager.
