Job Description
Managerial Responsibilities:
|
1. Provide direction and lead direct reports in performing their roles and responsibilities.
|
|
2. Conduct performance appraisal reviews for direct reports, identify and ensure they acquire the required managerial or functional competencies and knowledge.
|
|
3. Review all periodic financial performance reports to ensure the effective implementation for YASREF’s strategies and identify improvement opportunities and propose/implement improvement actions.
|
|
4. Execute Department/ Division strategy and operational plans and manage the Division’s annual budget, to meet set objectives and performance targets.
|
|
5. Ensure that the performance of various responsibilities and the conduct of the staff in the Division are in accordance with the YASREF’s policies and procedures.
|
|
6. Ensure the availability of required resources to carry out all the responsibilities related to the Division.
Functional Responsibilities:
|
1. Review management’s approach of maintaining an effective internal control framework and report on Internal Control Effectiveness for review of management.
|
|
2. Obtain management assurances on the adequacy of internal controls and compliance with YASREF internal control principle and report to Board of Directors.
|
|
3. Ensure whether management has in place relevant policies and procedures, and whether appropriate processes are in place to assess whether comply with key policies and procedures.
|
|
4. Review internal control deficiency and work with the Control Operators and Control Owners to remediate the identified control weaknesses.
|
|
5. Supervising the walk through test activities on period basis for implemented process within Yasref and work closely with internal auditors.
|
|
6. Consider findings in internal audit and audit reports on relevance of policies and procedures and entity compliance.
|
|
7. Issue a notification to all control owners to provide a confirmation that controls assigned to them have been operating effectively since the last confirmation provided.
|
8. Provide a list of key controls to be tested to the Internal Audit Department.
|
|
9. Develop the relevant finance policies and accounting procedures to ensure effective role of finance in managing, controlling and reporting the Company’s financial operations.
|
|
10. Coordinate in updating the policies and procedures on annual basis or as required to meet the controlling objective and to capture the operational changes. Ensure staffs meet all requirements, comprehends and complies with the internal policies and procedures
|
|
11. Performs Functional Review on all Contracts to assist in minimizing financial risk and control the negotiations of Sole source Contract actions and amendments.
|
|
12. Control and examine the contract prices and recommends solutions to management.
|
|
13. Resolve and report financial problems on a timely basis. Recommend withholding contract payments for contract infractions that cannot be resolved.
|
|
14. Ensure all financial and regulatory compliance with regard financial matters of Yasref.
|
|
15. Perform other job-related duties as assigned by the Controller.

Minimum Job Qualifications Requirement
Bachelor’s Degree in Accounting, Finance or equivalent
Preferred Professional Certification either (CMA/CPA/CIA/ACCA)
Minimum Years of Experience
Twelve (12) Years of related experience in refinery of which at least Five (5) years in supervisory position.
